Scenario Process

In OCOPOMO, we aim at collaboratively building scenarios by involving different stakeholder groups via on-line means (i.e. scenarios building) and then analyzing the resulting scenarios to derive evidence-based informal rules from narrative descriptions (i.e. scenarios analysis).

Scenario generation

Stakeholder groups collaboratively develop scenarios for a strategic area of high interest for the three OCOPOMO use cases. Thereby the OCOPOMO toolkit enables stakeholders and other non-specialist users of the toolkit to define policy issues, goals and instruments and to specify detailed characteristics of an agent-based policy model. They are also able to determine how the outputs from such models are produced by the ways in which they specify the model characteristics. The expression of the understanding, intentions, objectives, perceptions, expectations and expertise of stakeholders is explored by having them produce scenarios of the outcomes from various policy initiatives suggested by the stakeholders and developed by their generation of scenarios.

Scenario analysis

Ensuring traceability through the step-wise transformation of narrative scenario texts via the consistent conceptual descriptions (e.g. rule-dependency graphs, actor network diagrams, ontology, etc.) into formal statements (actor and facts descriptions, rule-descriptions) in e.g. java code is an important contribution to achieve open government and to implement the Good Governance principles (i.e., improving in particular openness, transparency, participation and coherence in policy modelling).
