Policy Analysis
The identification of a set of actions (policy instruments) that might be expected to lead to a set of desirable outcomes (policy objectives). The analysis can (but frequently does not) include an exploration of the social processes -- the behaviour of agents and interactions amongst them -- that would lead from the actions to the objectives. Exploration of these social processes is central to the OCOPOMO policy development process .
