Initial scenario
Initial scenario is the first version of a scenario to be used with stakeholders for policy or strategy analysis will probably (always) be produced by a facilitator on the basis of available evidence which might come from interviews with stakeholders, public documents, statistical reports, green and white papers or any other source that seems relevant to the facilitator.
The purposes of the initial scenario are:
- To organise the information available for use in the analysis into categories of stakeholders, policy instruments, conditions identified that might be relevant to choice of policy instrument and alternative effects that might be expected to result from the implementation of such instruments.
- To give stakeholders a clear and precise narrative to which they can respond either by agreeing or disagreeing with some or all of the scenario or by offering different scenarios.
