The European Cohesion Policy encourages and co-funds regional initiatives to supply public goods, such as networks of transport and energy, environmental quality, investments in education and research-development, such as fostering their development. The local implementation of the European Cohesion Policy is heterogeneous amongst the regions, local program varying in the criteria for selecting the targeted area of intervention, in the firms' eligibility rules for receiving the incentives, in the type and monetary generosity of the incentives offered to firms. As the public goods supplied by these regional initiatives result from public and private expenditure, it is difficult to disentangle whether the results are determined by some local specific policy feature, the amount of public funds or the gener-osity of private investments.
The aim of the final PRIMA conference was to put forward the main challenges that occur today for evaluation of decentralized policies, and to debate on the advances of research in this field.
eGovPoliNet was mentioned as an initiative to join the community and to bring in the results of PRIMA cases into the knowledge base of the Policy Community.
